I had a hard time finding any actual developer announcements during the keynote, but this is a favorite.

So let's be absolutely clear that the only reason iOS 8 is on my iPad 2 is because there is no way to remove it. Unless there is some major improvement in iOS 9, my iPad 2 is effectively a technological brick that will never, ever be used again for anything useful. Put that in your adoption rate statistics toaster and see what pops up.
